Rescued Liverpool care home still in special measures

A Liverpool care home that was saved from closure two years ago has remained in special measures following a visit by CQC inspectors.

Millvina House in Everton was one of two care homes taken over by Bloomcare in spring 2021 after being threatened with closure.

The homes were opened to great fanfare in autumn 2019 as the Liverpool City Council’s first care homes in 25 years.

Management of the homes was passed on to Bloomcare after previous operator Shaw healthcare made “significant and unsustainable losses brought on by the change in market conditions as a direct result of Covid-19”.

The latest inspection of the service was carried out in November and December 2022 after a previous inspection during March and April 2022 found breaches of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.

The inspection found “significant concerns with the management of people’s health risks”. While diabetes management had improved, inspectors found some people with diabetes did not always have enough information recorded in their care plans to ensure their condition was being managed safely.

Medicines were also not always managed safely with not enough staff on duty to meet people’s needs.

A Bloomcare spokesperson said: “We have been responsive to the feedback and have a comprehensive action plan in place to improve our service. We will ensure that we continue the good work and demonstrate how good the home really is. Millvina is a home recognised by residents as a lovely and caring place to live, and we will ensure that the improvements continue to make it the outstanding home our residents deserve.”
