Channel 3 expands senior team to drive digital transformation

Channel 3 Consulting, a specialist digital transformation consultancy supporting more than 90 health, care, and public service organisations, has appointed Joe McGarry as executive partner for business development.
This strategic hire marks a key step in Channel 3’s mission to scale its services and help more care organisations harness technology to deliver better outcomes for the communities they serve.
McGarry’s appointment comes at a time of growing demand for technology-enabled change across the UK’s health, social care, and the wider public sector.
With systems under increasing pressure to integrate services, improve efficiency, and deliver more with less, Channel 3 is strengthening its senior team to meet this challenge head on.
Bringing over 24 years consultancy experience, McGarry joins from Moorhouse, where he was partner and board director, leading high-impact projects across government and public services, transport, and defence, as well as leading their sustainability and responsible business teams.
Known for his ability to deliver complex change, he has also held interim senior civil servant roles, deepening his understanding of public sector reform and innovation.
Commenting on his appointment, he said: “Public services need more than strategies, they need action that makes a difference.
“I’m excited to be joining Channel 3, a consultancy that’s known for working alongside clients to deliver real change and I’m looking forward to helping more organisations turn their digital ambitions into reality, and supporting the people on the frontline who deliver vital care and services every day.”
His appointment is part of a wider growth drive at Channel 3, which has also welcomed four new hires, including Anna Littlewood as client director.
She brings over a decade of leadership experience transforming health and social care systems, including senior roles at PwC, NHS trusts, and local government.
Leo Jones, chief executive at Channel 3, said: “We’re entering a crucial phase where the demand for digital transformation across health, care, and public services is only growing.
“Joe’s appointment, along with Anna and our expanding team, strengthens our ability to deliver real, lasting change at scale.
“We’re here to help organisations navigate complexity, embrace innovation, and improve lives.”
