DHSC to consult on adult social care charging

The Department of Health and Social Care is seeking views on the distribution of funding to support the reform of the adult social care charging system for England in 2023 to 2024. The consultation closes on 23 September.

The consultation is seeking views on proposals for distributing funding to support the first year of delivery of adult social care charging reform in 2023 to 2024. There are proposals for distributing funding for needs and financial assessments, the extension to the means test, and the cap on care costs.

Last September, prime minister Boris Johnson announced £5.4 billion of spending in the adult social care system in England, to be delivered over three years by introducing a new adult social care charging framework from October 2023. At the heart of the reformed system is an £86,000 cap on the amount anyone in England will need to spend on their personal care over their lifetime. In addition, the reforms increase the point at which a person is eligible for local authority means-tested support. From October 2023, the upper capital limit will rise to £100,000 from the current level of £23,250 and the lower capital limit will increase to £20,000 from £14,250.
